Goldboro Industrial Rezoning, Guysborough County

Project Description
Terrain Group was engaged by the Municipality of Guysborough to prepare a public discussion document for amendments to the Municipal Planning Strategies and Land Use Bylaw for District 7 and the Northeastern Guysborough Planning area. The changes relate to enabling large-scale oil, gas, wind energy development and petrochemical resource industrial activities that are dependent, or their operations have a relationship, with access to major roads and the coastline

The Municipality of the District of Guysborough recognized the need for employment in the area and diversification of their industrial base. This diversification process will assist Council in developing a diversified tax base to fund municipal operations and programs. To assist in achieving this objective the strategy recommends the rezoning of a number of areas along the coastline for the purposes of enabling the development of wind turbines, large-scale gas, oil and petrochemical industrial use utilizing and enhancing the existing Industrial (M-2) zone.

Services Provided
Terrain was contracted to work with the Municipality in developing a discussion paper that provided recommendations on policies for developing a Marine Industrial zone along with accompanying regulations. In developing the both the policies and regulations we undertook research into the nature of businesses that would be established in the zone, including the ability to establish wind turbines, and consulted Council on the direction they sought for the area. Consultation also extended to stakeholders, such as the developer for an LNG facility, to ensure we had an understanding of the operation and potential impacts that may arise from development in the area. Both our policy and regulatory recommendations were subsequently adopted by the Municipality.
