Halifax International Airport (HIAA) - Commercial and Retail Land Development Study

Project Description
The Halifax International Airport is experiencing rapid growth that is placing additional pressure on existing infrastructure. The existing land use layout, both historical and new, is generating functional conflicts between various operators throughout the Airport. HIAA is investigating options for the future development on lands both airside and groundside over the next twenty years that could increase their revenue base and attractiveness as a location for international travel.

To achieve the vision for the Airport and to ensure its sustainability as a functional node, it is important that a location analysis was completed to determine the appropriate land use locations to meet growth over the next twenty years. This study provides a framework for the development of both land uses and a road network that meets these development objectives.

The project involved addressing existing infrastructure issues with innovative solutions to meet anticipated growth at the Airport over the next twenty years. The project also undertook research into identifying future demand and potential new activities that could be developed groundside between the airport terminal and Highway 102. The process of analysis resulted in the development of an ultimate twenty-year plan with associated phasing. The plan incorporated potential land uses, road network and preliminary design on water/sanitary and stormwater services.

Services Provided
Terrain Group provided civil engineering analysis, preliminary design, and costing for services required to meet the future growth at the Airport. Terrain’s planning team provided research into identifying existing market trends, research of existing regulatory system, analysis of potential future uses and ultimate concept design, and road layout of the groundside development options. Terrain was also responsible for the management of the project with a number of sub-consultants.
