RDM Recycling Limited C&D Disposal Site

Project Description
RDM has been operating as a Construction and Demolition (C&D) Debris Processing Facility since the mid 1990s. In 2001, Halifax Regional Municipality (HRM) began to implement new bylaws to regulate the C&D industry. As one of the largest C&D processing sites in the region, RDM decided to obtain a C&D disposal license. The site was operating as a non-conforming use within a residential zone; therefore, several planning approvals/processes were required to get the site properly licensed. HRM required rezoning, site plan approval, and licensing. The Nova Scotia Department of Environment and Labour (NSDEL) required a license issued from their office. RDM hired Terrain to take the project through all of these processes.

Services Provided
Terrain provided surveying, engineering, and planning services. The existing site was mapped accurately through total station technology and traditional survey procedures. Terrain developed the disposal cell detailed design and associated operations plan that would guide daily activity at the site. Terrain’s planning department worked closely with municipal staff to develop the Municipal Planning Strategy and Land Use By-law that regulates the C&D industry in the region.

The RDM recycling application is near completion. To date, the site has been re-zoned from a residential zone to a C&D disposal zone, a C&D processing license has been obtained, and a site plan has been approved. The final step of the process is to obtain the license from NSDEL. The application is complete, with sign-off from senior staff expected soon. Construction of the facility is anticipated to commence in the fall of 2003, and operation is scheduled for the spring of 2004.
