Tallahassee School Property MPS Amendment and Rezoning
Project Description
Cheltonham Developments Ltd. hired Terrain Group to undertake a municipal planning strategy (MPS) amendment and subsequent rezoning to allow provision of various retail services by three commercial buildings in the Eastern Passage area. The property, originally designated and zoned for institutional purposes, is the former site of the Tallahassee School, which has since been considered surplus by Halifax Regional Municipality (HRM).
Services Provided
Terrain’s planning department provided the concept plan design for this project, prepared and submitted the HRM planning application, provided project management services, and participated and represented our client throughout the entire public planning process.
Terrain’s planning staff met with the client to discuss and develop a detailed concept plan according to HRM planning regulations for presentation to HRM for the required planning application and review. The HRM application was submitted, and Terrain provided HRM with requested information throughout the application review process, such as: 3D modelling of building elevation, preliminary stormwater and site servicing calculations, and required plan revisions. At the public information meeting hosted by HRM, Terrain presented the concept plan and addressed questions raised by Community Council and the public. Terrain planning staff also attended the Planning Advisory Committee Meeting, Community Council Meeting, and the Public Hearing at Regional Council. Terrain staff worked closely with the client and HRM staff during the course of this successful project.
Terrain’s engineering and surveying staff also lent their expertise to this project. Engineering staff completed preliminary stormwater management and site servicing calculations to address HRM comments. Terrain’s surveying department was recently hired to complete a lot consolidation survey and a topographical survey on the site.
HRM Regional Council approved the MPS amendment and rezoning for this project site in the fall of 2003.
